Instructions:
1. Make the Dough:
In a mixing bowl, combine the flour and salt.
Gradually add warm water, mixing as you go until the dough forms.
Knead the dough for about 5-8 minutes until it becomes smooth and elastic.
Cover the dough with a damp towel and let it rest for 30 minutes.
2. Prepare the Filling:
In a bowl, mix the ground beef with the chopped cabbage, soy sauce, sesame oil, ginger, garlic, green onions, pepper, and sugar. Stir well to combine, making sure the mixture is evenly distributed.
3. Assemble the Dumplings:
Roll the dough out on a floured surface into a thin sheet.
Cut out small circles (about 3 inches in diameter).
Place a spoonful of the beef filling in the center of each circle.
Fold the dough over the filling to create a half-moon shape. Pinch the edges tightly to seal.
4. Cook the Dumplings:
Heat oil in a frying pan over medium heat.
Place the dumplings in the pan, making sure they don’t touch.
Fry them until the bottoms are golden brown (about 3-4 minutes).
Add about 1/4 cup of water to the pan and cover with a lid. Let the dumplings steam for 5-7 minutes, or until they are fully cooked through.
5. Serve:
Serve the dumplings hot with soy sauce, chili oil, or a dipping sauce of your choice.
